Doel: Elk element levert meetbaar bij aan effecten (ISR/Comms/Mobility/Response) en surge capacity. Geen enkel blok is "heilig"—presteert het niet, dan wissel je het.

Ecosysteem-filosofie

Gebaseerd op Erik Stam's ecosysteem-theorie: ondernemerschap + paraatheid als ruggengraat, outcome-based sturing, anti-lock-in via open interfaces.
